What Is TIPS?
TIPS, The Interlocal Purchasing System, is a national purchasing cooperative managed by the Region 8 Education Service Center in Pittsburg, Texas. It competitively bids and awards contracts on behalf of its members, so an eligible member can purchase from an awarded vendor without running its own solicitation.
Membership is free for eligible public and nonprofit entities, and eligibility is determined by TIPS rather than by a supplier. Members still follow their own purchasing procedures. TIPS is a cooperative purchasing vehicle serving members nationally, not a Texas statewide contract, and it is not a DIR contract.
