Job Overview

LABUSA is seeking an experienced Full-Stack and Knowledge Portal Developer to design, develop, deploy, and support a responsive web-based knowledge management portal.

The successful candidate will build a secure, accessible, multilingual platform that enables users to search, filter, discover, and download digital knowledge resources while providing non-technical administrators with an intuitive CMS for managing content.

Responsibilities

  • Design and develop responsive web-based portals and knowledge management applications.
  • Configure and customize an appropriate CMS or equivalent content-management back end.
  • Implement structured content types, metadata, taxonomies, categories, and tagging.
  • Develop search and filtering capabilities based on keywords and metadata.
  • Enable filtering by resource type, geography, theme, language, date, and other configurable attributes.
  • Implement multilingual functionality supporting English and French at minimum.
  • Develop responsive interfaces optimized for desktop, tablet, and mobile devices.
  • Ensure compatibility across major modern browsers.
  • Implement WCAG 2.1 AA accessibility requirements.
  • Integrate the portal with dashboards, analytics applications, APIs, and related external systems.
  • Enable administrators to upload, update, categorize, publish, archive, and manage resources without developer assistance.
  • Implement appropriate authentication, authorization, security, and content-management controls.
  • Optimize application performance, search functionality, usability, and maintainability.
  • Support content migration and initial portal population.
  • Conduct functional testing and resolve issues identified during UAT.
  • Support cloud/hosting deployment and production configuration.
  • Prepare administrator and technical documentation.
  • Conduct CMS administrator training and technical handover.
  • Transfer source code, configurations, documentation, and deployment information upon project completion.

Skills and Qualifications

Required Skills and Qualifications

  • Bachelor's degree in Computer Science, Information Technology, Software Engineering, Web Development, or equivalent professional experience.
  • 4+ years of professional web development experience, preferably including CMS-based platforms.
  • Demonstrated experience developing public-facing portals, knowledge platforms, document repositories, or content-rich websites.
  • Strong knowledge of modern HTML, CSS, JavaScript, APIs, and responsive web development.
  • Experience configuring and extending CMS platforms.
  • Experience designing content taxonomies and metadata structures.
  • Experience implementing search, filtering, and content discovery.
  • Experience with responsive and cross-browser development.

Preferred Qualifications

  • Advanced Drupal or WordPress development experience.
  • Experience with headless CMS architectures.
  • Experience with Azure or AWS deployment.
  • Familiarity with CI/CD and source-control workflows.
  • Experience implementing multilingual websites.
  • Practical knowledge of WCAG 2.1 AA accessibility.
  • Experience integrating Power BI, Tableau, or other analytics platforms into web applications.
  • Experience developing portals for government, international organizations, NGOs, educational institutions, or development programs.
  • Experience with document libraries and large digital knowledge repositories.

The ideal candidate combines strong full-stack engineering skills with an understanding of content management and information architecture. The candidate should be capable of creating a portal that is technically robust while remaining simple enough for non-technical staff to administer independently.
