What TX-RAMP authorization does, and does not, mean
TX-RAMP is the Texas Risk and Authorization Management Program, a state framework for the security of cloud services. It is worth being precise about its scope, because the term is used loosely across the industry and precision is what an agency is actually verifying.
- Authorization attaches to a service, not to a company. The four services above are authorized, each under its own certificate number. LABUSA does not describe itself as a TX-RAMP certified company, because that is not what the program awards.
- It does not extend to services that are not listed. LABUSA's consulting, security and application services are delivered under ISO 9001 and ISO/IEC 27001, which is a different assurance and should be evaluated as one.
- It does not replace your own review. Authorization is documentation an agency can weigh within its process. What that process requires is set by the agency, not by a supplier.
- LABUSA does not hold a Texas DIR contract. Purchases are made through the cooperative contracts below, or directly.
If a supplier tells you it is "TX-RAMP compliant" as a company, ask which named service is authorized and for its certificate number. That is the question the program is designed to answer.

TIPS is a national cooperative, not a Texas state contract
The Interlocal Purchasing System is managed by the Region 8 Education Service Center in Pittsburg, Texas, and serves members nationally. It is a cooperative purchasing vehicle rather than a Texas statewide contract, and it is not a DIR contract.
Confirm eligibility before you rely on it
Eligibility and the rules for using a cooperative contract are set by TIPS and by each purchasing organization, not by LABUSA. Confirm both your membership status and your own procurement requirements before relying on a contract for a purchase. See Contracts & Procurement
