Why technology plans stall
Very few organizations lack technology ideas. What they lack is an agreed order of work, a defensible cost, and a plan that survives contact with the operating budget.
The patterns we are called into are consistent, and none of them is unusual:
- The estate has grown by accident. Systems were added one procurement at a time, each sensible on its own, and nobody now owns the shape of the whole.
- Modernization is framed as one large project. It is priced as a single number, the number is too large to approve, and so nothing moves for another budget cycle.
- Cloud has been adopted in pieces. Some workloads moved, some did not, and the organization is now paying for two operating models at once.
- The business case is anecdotal. Leadership is asked to approve spending on a promise of efficiency that nobody has costed.
- Staff capacity is the real constraint. The plan assumes people who are already fully committed to keeping current systems running.
A strategy engagement is worth doing when it turns that into a sequence: what is worth doing, what it costs, what has to happen first, and what can safely be left alone.

How LABUSA delivers it
The engagement is deliberately short at the front and specific at the back. A strategy that takes six months to write is describing an organization that no longer exists.
- Establish the current position. Applications, infrastructure, contracts, security posture, support load and the constraints you are actually operating under.
- Agree the outcomes. Cost, risk, compliance, capacity or service quality. A roadmap without an agreed objective is a shopping list.
- Test the options. For each significant decision we set out the realistic choices, what each would cost, and what each would commit you to.
- Sequence and cost the work. Stages that fit your budget cycle, with the dependencies between them stated plainly.
- Hand over something usable. A roadmap, an investment case and a first stage specific enough to start.
