These two things sit on one page because they usually arrive as one problem. A project is approved, the internal team is already committed to keeping current systems running, and the procurement route is unclear. We work on both halves.
Where projects actually stall
The constraint is rarely the technology. It is that the people who would deliver it are the same people keeping the current environment alive, and that buying anything takes longer than the project plan assumed.
- Specialist skills are needed briefly. A migration needs a particular expertise for four months. Hiring for it permanently is neither affordable nor honest to the candidate.
- Internal staff are fully committed. Pulling them onto the project stops the operational work that pays for it.
- Recruitment is slower than the programme. By the time a permanent hire starts, the delivery window has moved.
- Procurement is the unplanned dependency. The technical decision is made in weeks and the purchasing route takes a quarter.
- Vendor claims are hard to test. Evaluating competing proposals needs someone with no stake in which one wins.

Cooperative purchasing
LABUSA holds awarded TIPS contracts. Eligible members may be able to purchase through them, which can shorten the route considerably. Whether a given service falls within an awarded contract is a determination for TIPS and the member, so check scope before relying on it.
How LABUSA delivers it
We scope resourcing against the work rather than against a headcount, because a body supplied without a defined outcome becomes the client's problem to manage.
- Define the work, not the seat. What has to be delivered, by when, and what "finished" means.
- Identify the real gap. Often the missing capability is narrower than first described, which makes it cheaper and faster to fill.
- Place the resource with an owner. Someone at LABUSA remains accountable for the delivery, not only for the placement.
- Handle purchasing as a dependency. Procurement lead time is put in the plan at the start rather than discovered in the middle.
- Leave the knowledge behind. Documentation and handover to your team are part of the engagement, not an optional extra.
LABUSA does not promise placement timescales it cannot control, and does not act as your purchasing authority. We prepare and support the decision; the decision remains yours.

We are not a reseller working backwards from a product. Where a platform is the right answer we will say so, and where the honest answer is that a project should wait, we will say that too.
